Municipalities are custodians of vast amounts of public assets worth billions of Rand, including land, buildings, infrastructure, plant and equipment that have been procured through public resources. On a daily basis these assets are being acquired, built, maintained and disposed of for the purpose of community service provision. There has been a need to improve transparency and accountability through a practical framework for a municipality or municipal entity which manages these assets.

South African legal system
explain the basic legal principles relevant to Local Government, and
provide legal advice on a variety of constitutional and other municipal legal disputes.
