The formulation of institutional strategies is a quite a complex but inter related subject matter.

The IDP was greatly set out in the video clip and aid my understanding of inter alia:
participatory democracy, sectoral planning within a municipality to correctly identify needs, developmental objectives.

Quite interesting is the opportunity afforded by IDP Review process to improve, adjust/update the IDP before expiry of 5 year term.

Lastly engagement regulated by what is called a process plan.
