The objective of this program is to equip municipal officials and financial managers with the knowledge and practical skills required to apply performance management principles within a municipal environment. The course aims to strengthen the ability of participants to monitor, evaluate, and improve municipal performance to ensure that strategic objectives and service delivery commitments are achieved.

Performance management is a key governance mechanism that enables municipalities to track whether their strategic priorities and development goals are being realised. By linking strategic planning, budgeting, and operational performance, municipalities are able to measure progress, identify performance gaps, and implement corrective actions that improve organisational effectiveness.

Through this programme, participants will develop an understanding of municipal performance management systems, performance indicators, monitoring mechanisms, and reporting processes. The course also strengthens the ability of municipal officials to interpret performance information and use it to support evidence-based decision-making by municipal leadership and oversight structures.

Course Objectives

  1. Understand the role of performance management in strengthening municipal governance and service delivery outcomes.
  2. Apply performance management principles that align strategic objectives with measurable performance indicators.
  3. Strengthen the implementation of municipal performance management systems and reporting processes.
  4. Analyse performance information to identify gaps, inefficiencies, and opportunities for improvement.
  5. Align performance monitoring with strategic planning instruments such as Integrated Development Plans (IDPs) and Service Delivery and Budget Implementation Plans (SDBIPs).
  6. Support municipal leadership in making informed decisions based on credible performance information.
  7. Promote accountability, transparency, and continuous improvement in municipal operations.
