The objective of this program is to equip municipal financial managers and finance officials with the knowledge and practical skills required to apply the principles of capital planning and financing within a municipal environment. The course aims to strengthen the ability of participants to plan and finance infrastructure and development projects in a manner that promotes financial sustainability, effective resource allocation, and long-term service delivery.

Municipalities are responsible for investing in infrastructure such as water systems, roads, electricity networks, public facilities, and community services. Capital planning ensures that these investments are strategically prioritised, financially viable, and aligned with municipal development goals. Effective capital financing also ensures that municipalities can fund infrastructure development responsibly while maintaining financial stability.
