Course Objectives – (SAQA ID 116358)

The objective of this programme is to equip municipal officials and financial managers with the knowledge and practical skills required to apply strategic planning principles within a municipal environment. The course focuses on strengthening the ability of participants to contribute to the development, implementation, and monitoring of municipal strategies that support sustainable development and effective service delivery.

Strategic planning is a critical component of municipal governance. Municipalities operate in complex environments where limited financial resources must be carefully allocated to address community needs, infrastructure development, and long-term sustainability. Effective strategic planning ensures that municipal priorities are clearly defined and that resources are directed toward achieving measurable development outcomes.

Through this programme, participants will develop a deeper understanding of how strategic planning frameworks guide municipal decision-making. The course also strengthens the ability of municipal officials to align financial management processes with strategic planning instruments such as the Integrated Development Plan (IDP) and performance management systems.
