Course Outcomes – (SAQA ID 119334)

The objective of this program is to equip municipal officials and financial managers with the knowledge and practical understanding required to operate effectively within the legislative and regulatory framework governing municipal financial management. The course aims to strengthen the ability of participants to interpret relevant legislation and apply it in ways that support sound governance, accountability, and responsible financial decision-making within municipalities.

Municipal financial management operates within a complex legislative environment that includes national legislation, regulatory frameworks, and governance guidelines. These legal frameworks are designed to ensure transparency, accountability, and effective use of public resources. Municipal officials responsible for financial management must therefore have a clear understanding of these legislative requirements and their implications for financial operations and decision-making.

Through this program, participants will develop a comprehensive understanding of the legal and governance structures that regulate municipal financial management. The course also strengthens the ability of participants to apply legislative requirements when making financial decisions, developing policies, and implementing financial management practices within municipalities.
